St. Paul Tobacco Ordinance Won’t Penalize Underage Buyers

Not penalizing the minor for attempting to purchase a product is ridiculous. There seems to be no deterrent for the minor to attempt to purchase tobacco products illegally other than understanding that tobacco products are harmful. Regulators insist on penalizing the license holder and not the one committing the crime. This is a very unproductive policy.
