Thank you for your continued commitment and thoughtful engagement in the adult-use cannabis industry in Minnesota. As you may have seen, the Governor signed Chapter 121 which includes changes to Minnesota’s cannabis law.

The final bill included many of OCM’s recommendations to build upon the structure of Minnesota’s cannabis law, including provisions to strengthen social equity, improve the application and licensing process, and enhance protections and build continuity for the state’s Medical Cannabis Program patients and caregivers.

Under the legislation, the Office of Cannabis Management will establish a preapproved licensing process and vetted lottery for social equity applicants. OCM will announce the timeline for the social equity applicant verification soon. The application period for preapproval licenses will be open from July 24 to August 12 as provided by the law. Applications for general licenses for cannabis businesses will open in 2025.

As we look forward, OCM will be full steam ahead in meeting the newly accelerated timeline the Legislature has given us to launch Minnesota’s new cannabis industry. All to say, there is much work to still be done and we ask for your support and continued engagement in the upcoming weeks as we develop the licensing and verification systems, draft technical assistance, host workshops, continue rulemaking and amplify the opportunities that will be available to prospective applicants.
